is this a good tuner for harp? any one use it?

I use the Peterson Strobosoft Software and I like it a lot--if I could afford it, I'd like to buy a Stroboflip too, just to have one that is more portable, but I don't really know how well it works. . .

Peterson strob tuners are the best. I have three models, the big VS-II, the strobo-flip and the stomp box. You really can't do any better.

would you recomend the strobo-flip? is there any downsides to it?

Just smaller displays. The strobo flip is in the middle for display size. Very easy to read during a gig and low lighting.
