I'm experiencing problems with the high notes. 7-9
It is not a technique issue, there is no sound or it's really weak coming out of those holes mostly on the draw notes. 8 and 9 draw just squeak.
The Holes 1-6 sound good.

What to I do with the reeds open or close or what ?

First, strip the harp down and make sure the reeds are not gummed up with gunk. It's unlikely that all those reeds will have regapped themselves unless the harp has been played very harshly.

I also think it is probably a technique issue, having to do with your embouchure.

I don't think it is a technique issue, if you can draw/blow 6 there's not a great deal of difference in technique when you draw/blow 7 8 and 9. Is there?

Check the gap on those small reeds.

About as much difference between kissing your girl/boyfriend versus kissing your mother.

I though my high notes were busted too until my technique got better.

I don't know tookatooka, sometimes when I haven't played a high harp in a while I have problems on the 9 and 10 holes. If it was two holes it would be one thing, 3 consecutive holes? I'd at least check my technique on a second harp. Of course, it depends a lot on how long you've been playing, how long it's been since the harp has been cleaned, etc.
