There was at one time a harp specific amp which was not a combo, just the amplifier itself. I think they were made either in the UK or Holland. Does anyone recall who made these and if they are still available?

Was it maybe Wezo?
Ron Holmes, builder of the various Harp Commanders, built a couple of "Velvet Glow" amp heads (I happen to have one). Skip Simmons modified old amp heads especially for harp, but these are probably not what you are thinking of.

Lone Wolf had their Harp Train amp head, but I can't think of a UK or Dutch company doing something similar.

@slice master
Your description reminds me of Lone Wolf. But I'm not sure about the Dutch manufacturing company.

@planet clicker
The two amplifiers that come to mind are the Harp King and the Laney.
